Electricity and Water Authority, Bahrain

What is it? EWA is the strategic agency responsible for the production and supply of water and electricity in Bahrain.

What has it done? EWA has successfully transformed itself from a government ministry into an independent entity. The Kingdom's IWPP programme went from strength to strength in 2008, with the commissioning of the Hidd IWPP and the award of the Ad Dur contract. It has delivered a 73% increase in installed desalination capacity over the past year, from 377,000m3/d in 2007 to 650,000m3/d in 2008, without increasing tariffs. Bahrain's EWA has also taken decisive action to reduce per capita water consumption and has enacted measures that have reduced groundwater usage from 118,000m3/d in 2007 to 73,000m3/d in 2008 - a reduction of 38%.

Why is it shortlisted?

• The restructuring of Bahrain's utility agency has produced a dynamic body with the vision and ability to drive progressive reform in the Kingdom's water sector. It is now being run with a greater regard for financial efficiency and accountability.

• EWA's pro-active strategy plays a crucial role in the successful development of Bahrain's economy. The authority's support of private sector participation will ensure the timely delivery of vital water infrastructure.

• EWA is putting the Kingdom's water supply on a sustainable footing. Its strategic plan to achieve zero groundwater usage by 2010 is a bold statement which will act as a blueprint for other water-scarce nations in the Gulf.
